    <![CDATA[<strong>Author:</strong> <a href="http://www.lionsworld.co.za/forumnew/member_profile.asp?PF=3">Transvaal</a><br /><strong>Subject:</strong> World Rugby confirms scrum law amendment<br /><strong>Posted:</strong> 16-Jul-2019 at 11:09am<br /><br /><span ="" style="color: inherit; font-weight: inherit; text-decorati&#111;n: inherit; line-height: inherit; font-family: arial;">Reaffirming its commitment to evidence-based injury-reduction in the sport, World Rugby has announced details of a minor amendment to the scrum law, reducing the ‘axial’ or rotational load on front row players on engagement.&nbsp;</span><span ="" style="color: inherit; font-family: Arial; font-weight: inherit; text-decorati&#111;n: inherit; line-height: inherit;"><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;"></span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;">The amendment to Law 19.10b (</span><a href="http://worldrugbycommunicati&#111;ns.acemlnb.com/lt.php?s=3d1f9360faa740c843482e4c5c58e843&amp;i=820A848A1A7299" target="_blank" rel="nofollow"><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;">https://laws.worldrugby.org/?law=19</span></a><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;">) outlaws the practice of front-rows placing their heads onto opposition players’ shoulders between the call of ‘bind’ and ‘set’ on engagement, and is effective immediately following approval by World Rugby’s Executive Committee after a recommendation of the international federation’s Rugby Committee to adopt key outcomes from the recent Laws Review Group (LRG) meeting in London.</span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;"></span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;">The amendment is driven by research and evaluation undertaken by New Zealand Rugby, the Rugby Football Union, Premiership Rugby and the Rugby Players’ Association presented to the LRG. The research has identified increased level of axial or rotation loading on front-rows’ cervical spines during the current scrum engagement sequence. The project also featured input by international front-row players including Ken Owens (Wales), Rory Best (Ireland) and Jamie George (England).</span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;"></span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;">The amendment builds on the sport’s successful focus on reducing the risk of injury at the scrum following the 2013 revision to the scrum engagement sequence, which has delivered a 25 per cent reduction on compression forces, a significant reduction in scrum injuries and a more stable scrum.&nbsp;</span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;"></span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;">World Rugby Chairman Sir Bill Beaumont said: "World Rugby is committed to an evidence-based approach to injury-prevention at all levels of the game and the scrum has been at the forefront of that approach.&nbsp;</span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;"></span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;">"This latest small, but important amendment to the scrum law based on robust research could have significant welfare benefits for front-row players at all levels and therefore the World Rugby Executive Committee was overwhelmingly in favour of approving the Rugby Committee’s recommendation into law."</span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;"></span><br =""><span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit; font-family: arial;">The Executive Committee has also approved amendments<span ="" style="color: inherit; font-size: inherit; font-weight: inherit; line-height: inherit; text-decorati&#111;n: inherit;">&nbsp;</span>to the High Tackle Sanction framework following feedback from the recent World Rugby U20 Championship in Argentina. Following input from tournament officials, it was agreed to simplify the framework by removing reference to direct or indirect contact and streamlining the questions once a shoulder charge or high tackle had occurred. Dit geld nie skoppe wat regstreeks uit is nie.</div><div><br></div><div>Dit is soortgelyk aan Rugbyliga se “40-20” reël wat in die geval ‘n “50-22” reël word. Huidiglik as die bal uithop kry die verdedigende span die lynstaan ingooi.</div><div><br></div><div>Ander moontlike veranderings onder bespreking is om die hoogte van wettige duikslae na die heupe toe te verlaag, asook om dubbel-duikslae te verbied.</div><div><br></div><div>’n Moontlike hersieningstelsel, waarvolgens ’n geelkaart na ’n rooie verander kan word terwyl die speler van die veld af is, word ook bespreek.</div><div><br></div><div>Die simposium word deur oudrugbyspelers soos Jean de Villiers, Conrad Smith en Thierry Dusautoir bygewoon, asook afrigters soos Ian Foster van Nieu-Seeland en die Bokke se verdedigingsghoeroe Jacques Nienaber. Die sportwetenskaplike Ross Tucker neem ook deel aan die gesprekke.</div><div><br></div><div>Die voormalige Springbok-senter Brendan Venter sien meriete in die skopreël, maar meen die planne met die duikslae sal nie noodwendig help om beserings en harsingskudding te verminder nie.</div><div><br></div><div>Maar volgens Brendan Venter, oud-Bokspeler en hulpafrigter, is die skopreël ‘n goeie ding, alhoewel dit nie noodwendig die doel om beserings en duikslae te verminder, sal bereik nie.</div><div><br></div><div>“Ek hou van hoe hulle tans dink,” het Venter aan Rapport gesê. “Ons moet altyd na die spel kyk om te sien hoe dit aanskouliker gemaak kan word. Dis ’n goeie idee om spanne te probeer kry om spelers agter te los (om skoppe te ontvang), om sodoende ruimte aan die buitekant te skep.</div><div><br></div><div>“Dit sal spanne aanmoedig om van diep te speel en hulle sal drie spelers agter los om die skoppe te keer. Dit sal natuurlik in die begin veroorsaak dat spanne meer skop, maar ons sal ’n tendens sien dat spanne ook meer hardloop en ’n manier vind om die ruimte te benut.</div><div><br></div><div>“Goeie spanne laat reeds twee spelers agter en die ruimte is deesdae meer deur die middel.”</div><div><br></div><div>Venter glo die idee met die duikslae is “belaglik” en sal meer harsingskuddings tot gevolg hê”.</div><div><br></div><div>“Hoe reguleer jy ’n dubbelvat? Wat is ‘n laagvat – dit is nie moontlik om dit te doen nie, en hoe jy ‘n verdediger manipuleer is deel van goeie rugby. Dit is te veel op beserings gefokus en nie op wat goed is vir die spel,” het Venter gesê.“Om die hoogte van die laagvat te verlaag sal nie werk nie. Hulle het ’n soortgelyke ding in Engeland se tweede liga probeer en hulle moes dit ná drie maande stop omdat daar te veel harsingskuddings was.”</div><div><br></div><div>Die voormalige Springbok-losskakel Braam van Staaten is nie gaande oor die skopreël nie.</div><div><br></div><div>“Ek is bang dat jy die ouens se vermoë om aanvallende rugby uit hul eie gebied te speel sal wegneem.</div><div><br></div><div>“Ek dink daar moet meer gekyk word om die aanvallende span meer ruimte te gee. Om een ou uit die lyn te haal, is nie die oplossing nie,” het hy gesê.</div><div><br></div><div>Van Straaten glo as die afbreekpunt beter gepatroleer word, sal daar in elk geval spasie wees.</div><div><br></div><div>“As hulle die ruck beter patroleer sal dit beter gaan – die bal word ongelooflik stadig daar gemaak. Dit gaan nie oor nommers op aanval of verdediging nie, dit gaan oor vinnige bal, en as jy vinnige bal kry is daar spasie. Met vinnige bal kan drie aanvallers vir vyf verdedigers klop.”</div><div><br></div><div>Van Straaten glo ‘n groter fokus op tegniek eerder as hoogte behoort die uitgang te wees.</div><div><br></div><div>“As jy tegnies goed is, dan is veiligheid daar. Ek het ‘n tegniek vir die Haaie ontwikkel wat spelers wys waar hulle sterk in kontak is en dit ontwikkel.</div><div><br></div><div>“In Super Rugby, Curriebeker en tot op die Bulls wedstryd het ons 3376 duikslae gemaak en net een harsingskudding gehad. Ons is amper beseringsvry en dit kom van ‘n stelse wat ‘n ou verstaan waar hy sterk is, en homself in ‘n posisie kry om veilig te wees.</div><div><br></div><div>“As jy die hoogte laer maak, baie keer as jy van vooraf ingaan is dit moeilik en jy kan “gebump” word. Die beserings sal ook opgaan.”</div></div>]]>
